The RESS will be designed following the existing datasets such as Innobarometer-Eurobarometer questions as a baseline and tailored to analyse the existing interaction between innovative SMEs and local authorities in order to implement innovations in RES. The Portal will target companies connected to XPRESS via networks for SMEs, builders, industry federation and local authorities.
The RESS will measure the occurrence and relevance of barriers against innovation in RES from the point of view of local authorities who plan to buy innovative green solutions via Green Public Procurement (GPP) and SMEs who plan to sell their green solutions to local authorities via GPP.
