Description of the procurement
The framework agreement covers professional consultancy services within energy and water resource management in projects and programmes administered by NVE's international section. In addition, professional consultancy services can be required for public institutions, energy works, and other partners in the development cooperation in cases where the contracting authority sees there is a need for such input.
The call-offs under the framework agreement will be concretised through assignment descriptions that must be solved by the contract partners. Reports must be submitted to the contracting authority for each assignment in line with the guidelines in the framework agreement and the individual assignment descriptions. Examples of relevant types of assignments are:
Preliminary studies and assessments of proposals for programmes and projects.
Assistance with formulating programmes and project set-ups, including reports and quality assurance.
'Fact-finding' and an assessment of ongoing activities.
Assistance with 'workshops' and communication processes in Norway and abroad. Institution development and competence transfer is an important part of all the above areas and will be considerably weighted in all our projects.
Assessments and professional reviews relevant for NVE within the themed areas A-H below.
The tenderer can also be used as a professional discussion partner. The assignments can comprise both desk assessments and field work.
The framework agreement covers the following areas:
A. Review connected to the management and development of the energy sector including regulation, market reforms, subsidies, and tariffs.

B. Technical and economic reviews related to energy and energy supply, including, amongst other things, energy planning, power system planning, power market analysis, interaction between different energy carriers, and energy efficiency.
C. Technical and economic assessment of energy projects, including power production, transmission and distribution, insulated network, and distributed systems.
D. Analyses, plans, and assessments of measures that concern the adaptation and mitigation of climate changes.
E Environmental and social aspects that concern projects and the management of energy and water resource exploitation.
F. Dam safety
G. An assessment of socially useful and sustainable power for planned and implemented projects and measures, including socio-economic perspectives.
H. Water resource management and hydrology, including technical, environmental, and economic reviews.
