Short description
While the rate of rural electrification in Madagascar remains low, there is great potential for the electrification of rural areas through off-grid solar solutions (mini-grids and individual systems).
In addition to being a very large market for Rural Electrification, Madagascar has an enabling framework for private investment and local companies with good project development and operations capacities.
The third phase of the project "Promotion of Rural Electrification through Renewable Energies" (PERER III) is funded by the German Government (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung - BMZ) and executed by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) in collaboration with the Ministry of Energy and Hydrocarbons (MEH), Key Partner. PERER III provides technical support in collaboration with other technical and financial partners, such as the European Union and the French Development Agency (AfD) - Team Europe - or other programmes implemented by GIZ such as the Programme for the Adaptation of Agricultural Value Chains to Climate Change (PrAda).
PERER III has a budget of 7.5 Million Euros and an implementation period of 36 months (April 2022 - March 2025. The main objective of PERER is to further support the Government in attracting investment into the Rural Electrification sector.

Description of the procurement
PERER III is recruiting a pool of consultants, the Contractor, composed of experts in Geographic Information Systems (GIS), Engineering, as well as Financial and Legal aspects, to support PERER III in its technical support to the Malagasy Government in the promotion of Rural Electrification.
The implementation of the contract will take place from June 2022 to March 2025.
The focal regions for activities related to Projects and Training will be those of ADER"s "Appels à Projets" 2 and 4, including Atsimo Andrefana, Anosy and Androy. Framework related activities can take place throughout Madagascar, although their focal area will be Antananarivo.
In addition to the office in Antananarivo, PERER intends to open a small office (in collaboration with PrAda) in Fort Dauphin, in order to facilitate joint operations on the ground (including those of the Contractor), particularly in the Regions of Anosy and Androy.
Under this assignment, the Contractor shall be expected to support:
1. The increase of renewable energy capacities installed in Madagascar;
2. The increase in the rate of Rural Electrification;
3. The reduction of gas emissions (in the electricity sector in Madagascar;
4. Job creation in the Rural Electrification sector; and
5. The attraction of investments in the Rural Electrification sector.
More specifically, the Contractor will have to support:
1. The Framework;
2. A Monitoring System;
3. Calls for Projects;
4. Public-private exchanges;
5. Project development;
6. Project operations;
7. Training (incl. a Job Platform).
