Short description
In the past years, governments worldwide have committed to higher climate protection standards. Germany and the European Union stand as examples for advanced climate goals and a fast implementation of the energy transition as the backbone of climate mitigation efforts, planning to become completely climate neutral by 2045 and 2050 respectively. Hence, the German and European climate goals challenge countries that economically rely on fossil fuel exports. As mentioned in the German National Hydrogen Strategy, the production of climate neutral hydrogen - so called "green hydrogen" - represents an opportunity for fossil fuel exporting countries to shift towards a sustainable energy industry and, at the same time, continue with their export oriented economic models. Therefore, the programme "Global Hydrogen Diplomacy (H2-Diplo) - Hydrogen Diplomacy with Russia, Saudi Arabia, Nigeria and Angola" supports the German Federal Foreign Office and the Germany Embassies worldwide with the energy foreign policy dialogue on green hydrogen, especially with fossil fuel exporting countries.
The objective of the H2-Diplo program is to strengthen fossil fuel exporting countries in using the prospected demand shift from fossil fuels to green hydrogen for a shift towards sustainable energy industries and exportation. To do so, the program supports the political dialogue and technical exchange with partner ministries and further relevant stakeholders in selected partner countries, including Angola.
The H2-Diplo programme will complement the activities under the German-Angolan bilateral energy partnership with activities on green hydrogen and PtX. The programme will support the German Embassy Luanda in the political dialogue and will engage in a technical exchange with key stakeholders, mainly the Angolan Ministry of Petroleum and the Sonangol Group as well as other institutions from the Angolan energy and petrol industry. The advisory will focus on awareness raising for the potential effects of the demand shift towards sustainable energy resources on the Angolan economy. Moreover, it will explore the potential for production and use of hydrogen and PtX technologies through economic cooperation and pilot schemes. Thereby, Angola will be supported in defining its potentials for green hydrogen production as well as in the preparation to expand its renewable energy production.
The contractor will be responsible for the establishment and running of the Hydrogen Diplomacy Office Angola, including all activities foreseen in partnership with Angola. Activities will focus on 5 work packages:
1. Facilitation of political and industrial dialogue on hydrogen between Germany and Angola (including the establishment of the Hydrogen Diplomacy Office Angola, organization of dialogue formats that bring together German and Angolan political and industrial partners, and facilitation of a German-Angolan working group);
2. Technical advisory on hydrogen for the Angolan industry (including technical studies on green hydrogen in Angola, organization of capacity building formats, advisory on legal and technical matters, study tour of Angolan stakeholders in Germany, German expert visits to Angola, facilitation of participation of Angolan stakeholders in a peer-to-peer learning format, and elaboration of a strategy paper on green hydrogen / PtX in Angola);
3. Advisory services on hydrogen for the German Embassy Luanda (including ad hoc advisory and regular briefings and communication activities);
4. Support of cooperation with the German private sector (including implementation of networking opportunities with the German and Angolan private sectors and contact point for German and Angolan businesses).
5. Administrative backstopping, reporting and collaboration with contracting programme (including contribution to reporting and impact monitoring and regular contact to contracting programme)
