Short description
The Danish government ambition for the green transition is to deliver 100% sustainable energy in 2030. This aspiration calls for significant upgrades of the Danish Power Transmission grid in terms of capacity increase and transformation to a digitalized platform. Thus, Energinet needs to ensure scalable project execution capacity to execute development and maintenance projects that meets the overall aspirations as well as power transmission grid KPI’s.
In order to meet this aspiration, the supply chain needs to be reconfigured into a transparent operational model with future strategic partnerships that will be able to plan, design and execute projects according to turnkey principles in close corporation with Energinet being the asset owner. Projects will be within HVAC substations, cables and overhead lines within the 132/150 KV power range.

Description of the procurement
Energinet is in the process of preparing a tender of a framework agreement concerning a portfolio of projects. The framework agreement will probably be divided in lots; one lot for HVAC substations and one lot for cables and overhead lines.
The portfolio of projects within the scope of the framework agreement will vary from new investments, reinvestment and refurbishment. The strategic partner will be responsible for a large part of the value chain and be responsible or play a large role in planning, designing, and executing of all types of occurring tasks related to projects. Thus, the strategic partner must be able to undertake a broad portfolio, in particular concerning the lot for HVAC substations.
The projects will contain detailed project planning as well as execution of all types of existing tasks related to reinvestment and new building of sub stations, cables and overhead lines including but not limited to:
• Detailed project planning
• Planning of execution, including consideration to working environment legislation,
electrical safety rules and other applicable rules for building in Danish laws.
• Establishment and operations of building site and associated facilities
• Delivery of all services and materials used in the current building project
• Delivery of all services and materials involved in the establishment and re-establishment of cable trench for high-voltage cables.
• Delivery of all services and materials used in the establishment and re-establishment of overhead lines
• Preparation of and continuous documentation in a format determined by Energinet. One of Energinet’s strategies is to increase its level of digitization and to implement BIM modelling within a short period of time
• Work has to be carried out in close cooperation with Energinet, including e.g. the safety organization
• Direct reporting in Energinet’s management reporting systems.
• Supply of plant data to SAP PM
• Settlement of accounts and follow-ups as specified by Energinet. This can be changed on an ongoing basis if Energinets framework conditions or internal reporting requirements change.
The Contract notice is currently expected to be issued midst 2022. This Prior information notice serves to share information concerning the upcoming tender, which will be performed as an info-meeting and 2-3 rounds of individual market dialogues.
For the purpose of selecting candidates for the individual market dialogues all participants at the meeting held on the 14th of March 2022 will be asked to submit a written statement outlining their experience with all or parts of the scope of the tender. A document with further details and the questions will be available following the EU-supply link. Energinet intends to allow all genuine potential tenders to participate in the market dialogues but does, however, reserve the right to limit the number at its sole discretion, if more than 6 shows interest.
