Short description
Bergen Municipality will require emission-free construction sites (UB) in all contracts from 01.01.2025. The market was made aware of this in 2020, via, amongst other things, a dialogue conference on emission-free construction sites and Bergen Municipality's homepage.
In order to meet this requirement, there will be a gradual implementation of emission-free construction sites by using award criteria from autumn 2022, as stated on Vi bygger Bergen. In order to get experience with such award criteria, a simplified version will be piloted at Garnes Secondary School.
Bergen Municipality would like feedback from the market, and invites relevant actors to provide input on and problems with the planned contest notice U2600 Garnes Secondary School - with the award criterion emission-free construction site.
This market survey is for actors in the building, construction, and property branch (BAE), actors for energy supply, and actors that sell and hire machines.

Before publishing the tender contest U2600 Garnes Secondary School - turnkey contract, EFU would, as the builder, like feedback on the contest's planned award criterion for an emission-free construction site.
The available net capacity at the location has been checked by BKK Nett. The capacity is 800kVA 230V. It is assumed that this will be available for the execution of UB.
As it is the first project with an award criterion for an emission-free construction site, the builder envisages an award criterion that honours how tenderers intend to solve an emission-free construction site; with assignment comprehension and a machine list for 3 prior defined types of machines (only excavators, wheeled loaders, and wheeled dumper trucks). The size of the machines and the estimated number of hours per production period are to be given.
By only using prior defined types of machines as a first implementation of the award criterion, we hope to get more comparable tenders. We would like to walk away from points scoring for the number of offered electric machines, as well as points scoring for the highest possible number of hours per electric machine - something that we see can give irrational execution solutions. We would prefer to let contractors plan and optimise the construction site according to the project's actual needs - and then honour the contractor's solution description (assignment comprehension) for executing an emission-free construction site.
Contract follow-up will apply per production period, and reports on the tender's number and size of machines, as well as hours used in each period will be required. If the number of machines and the number of hours used for each machine are lower than what was stated in the tender, it will be seen as a deviation from the contract, which will be penalised.
The Agency for Development is interested on getting feedback on the attached documents to this notice. We would like you to read through the documents and respond in the attached Word document: 'Question and Answer Form'. It will also be possible to add comments in all the document drafts.
The completed 'Question and Answer Form' and other amended documents are to be sent via the communication module in Mercell by the deadline (15 March at 23.59).

- Definition UB: Zero emission of CO2 and substances that are dangerous to health such as NOx at the construction site. This means no direct emissions to the air from machines within the construction fence.
