Short description
North London Waste Authority (the "Authority") is seeking a contractor to design, procure, construct, commission and test a ERF including all associated buildings, infrastructure and landscaping works at its Edmonton EcoPark site in Edmonton, London N18 3AG in relation to the NLHPP (the "Contract"). The Contract also includes training of operational staff by the Contractor. The NLHPP is a programme of works to be carried out for the Authority at its ‘EcoPark’ site, in Edmonton, London N18 3AG. The works are the fundamental component in the delivery of the NLHPP and associated works at the Edmonton EcoPark pursuant to a development consent order granted to the Authority on 24/02/2017.

Description of the procurement
The Authority is seeking a contractor to design and construct the following works:(i) the ERF that consists of two identical process lines each comprising moving grate combustion unit, heat recovery boiler, combined flue gas treatment system incorporating selective catalytic reduction, a common turbine-generator/condensing system and all associated auxiliary systems;(ii) all civil engineering, buildings, architectural treatment, utilities connection, landscaping and other site works;(iii) ERF Weighbridges and ancillary offices;(iv) transport offices, workshops and parking for on-site operational vehicles;(v) vehicle wash;(vi) administration/operations offices and staff facilities;(vii) windshield and flues;(viii)) cooling condensers;(ix) raw water pre-treatment plant;(x) ERF Fire Water Tank and associated fire protection systems;(xi) electrical substation, works and connections;(xii) gas compound, works and connections;(xiii) other utility connections including communications and water;(xiv) workshops, stores and maintenance contractors area; and (xv) wastewater treatment plant and associated works.The contractor shall deliver all design, engineering, procurement, construction, commissioning, testing, operator training and handover requirements for the new ERF including all buildings, infrastructure and works. The contractor shall comply with the requirements of the CDM Regulations 2015 in relation to the roles of the Principal Contractor and Principal Designer for this Contract. The Authority may require the Contractor to provide operational services during the Defects Liability period.Further details of the required works are set out in the procurement documents. The Memorandum of Information provides background information on the Authority, the NLHPP and a summary of the key contract terms in relation to these works. The works are on the critical path for the delivery of the NLHPP for the development of a replacement ERF and associated works at the Edmonton EcoPark pursuant to a development consent order (The North London Heat and Power Generating Station Order (2017/215) as amended) granted to the Authority on 24/02/2017. The site for the Works, Edmonton EcoPark, is an operational waste management site where LondonEnergy Ltd, a private company wholly owned by the Authority, operates an existing Energy from Waste ("EfW") facility. Normal operation of the EfW facility is to be maintained at all times during the construction.
