Short description
Løten Municipality currently has a leasing contract for vehicles for home care services that expires in May 2022. The vehicles will be used in the health and care services, and the municipality therefore needs reliable vehicles for essential and 24 hour services. The users reside in all parts of the municipality, with varying standards of roads and driving conditions, and the vehicles must have a good range.
The municipality currently has 7 vehicles that must be replaced with new electric vehicles.
There is a need for 7 vehicles, of which minimum 2 must have four-wheel drive. 1 vehicles must have the load capacity specified in the requirements specification. The load capacity requirement can be covered by both two-wheel and four-wheel drive vehicles.

Description of the procurement
Description of the service where the vehicles will be used:
- Home care services 24/7, 365 days a year under all conditions.
- During the day all the vehicles are in operation until lunch time.
- After lunch 1-3 vehicles are sporadically parked.
- 3 vehicles are in continual operation in the evening.
- In the night (from 21-07), mainly one, sometimes two, vehicles are in operation, often with some down time in the middle of the shift. In order to ensure a responsible service, and to have good safety for employees, the home-based services depend on having vehicles with good driving capabilities in demanding conditions. The road network is partly in bad condition, and there are many hills in the district. Furthermore, our stand-by depends on having vehicles with particularly good range in very cold temperatures and under driving conditions where all the vehicle's driving assistance/driver support systems (anti spin, etc., ) and air conditioning are being used. The nature of the home care services is characterised by a lot of short drives and frequent start/stop, and this must be reflected in the range calculation, as well as the effect on the wear and tear of the vehicle (particle filter, EGR valve, etc.).
