Short description
Growing economic activity, improved incomes and living conditions increased Morocco"s energy consumption, almost 90% of which was covered by fossil fuels, by 32% in the period from 2007 to 2017. In 2019, more than 90% of the fossil fuels were imported, which is a major contributing factor in the country"s trade deficit. High energy costs constitute a burden on both economic development and on the state budget. The industrial sector represents for 22% of the energy consumed in Morocco, while buildings - including air-conditioning and heating, lighting, office and household appliances - account for 34% of national energy consumption. Street lighting (SL) consumes around 13% of Morocco"s electrical energy while offering potential savings of approx. 40%.
For many years, Germany has been supporting the Moroccan government in shaping a sustainable energy system in Morocco. Building on the experiences of completed and ongoing energy projects in Morocco, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project "Energy Efficiency in Morocco - PEEM" on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). PEEM runs from 01/2021 until 12/2024 and aims to reduce energy consumption of buildings, industry, and street lighting in line with the new National Strategy for Energy Efficiency to 2030 (SNEE).
The present tender focuses on the implementation of the street lighting component of the PEEM project. This component will strive for improvements in services for municipalities which will satisfy both energy efficiency (EE) requirements and security needs of the population. With the political partner for the PEEM being the Ministry of Energy Transition and Sustainable Development (MTEDD), a key implementation partner for the "street lighting" component is the Ministry of Interior (Ministère de l"Intérieur) through the "Direction Générale des Collectivités Territoriales - DGCT". This directorate is responsible for the development and the implementation of the future National Plan for Street Lighting. Its capacity building, technical and legal departments are to be fully involved in all street lighting activities to ensure their sustainability and their mainstreaming. Furthermore, the DGCT is running a World Bank Payment for Results program co-financed by AFD called "Municipal Performance Program - PAPC" where EE in street lighting is included as one municipal performance indicator. Coordination with the PAPC is highly recommended.
GIZ intends to contract a service provider to support relevant Moroccan institutions in implementing EE measures and setting up digital energy management tools in 10 Moroccan municipalities. At least 5 of the 10 target municipalities should be located in the two priority regions of the project, namely Souss-Massa and Oriental. Lessons learned in this context, coupled with the development of e-learning programs, will be processed, made available via a national information entity, and taken into consideration during the conceptual planning of new measures. Furthermore, the contractor will advise the DGCT and other relevant institutions on the design and implementation of the national plan and/or national guidelines for street lighting.

Description of the procurement
This assignment aims to provide technical assistance for the target municipalities to improve their services regarding street lighting (SL) which will satisfy both energy efficiency (EE) requirements and security needs of the population. To this end, the contractor will advise municipalities in implementing EE measures, in close cooperation with DGCT and national agencies such as the Energy Engineering Company (SIE) and/or the Moroccan Agency for Energy Efficiency (AMEE).
To achieve these goals, the contractor is responsible for implementing the following three work packages (WP):
- WP 1: planning and implementation of EE measures for street lighting in municipalities to achieve the indicator "In 10 municipalities, at least 5 of them in the priority regions of Souss-Massa and Oriental, energy consumption by street lighting has been reduced by an average of 35 %, but at least by 35 GWh per annum."
Main tasks: provide technical and advisory services to target municipalities to:
- update existing SL networks databases,
- design, plan, monitor and evaluate EE measures
- establish and implement energy management tools
- develop innovative and adapted business models for EE-SL financing and management
- prepare and organize further training activities and ensure their follow-up by trainings on the job.
- WP 2: fulfilling the indicator "A national entity for information, advice and sharing experiences on energy-efficient street lighting is established for municipalities."
Main tasks
- advice partner institutions on setting up, implementing, and operating a national information hub for information, advice, and exchange for municipalities on EE-SL
- prepare and conduct training sessions to train the trainers for different further training courses
- compile experiences from the implementation of WP 1 and other programmes carried out in Morocco on EE-SL, and document them in a format suitable for publication and dissemination
- support national, regional, and international networking between municipalities and between municipalities and service providers to facilitate technology and knowledge transfer relating to EE-SL
- WP 3: supporting Moroccan authorities in the design and implementation of a national plan and guidelines for EE-SL
Main tasks
- advise the MTEDD, the Ministry of Interior and other national authorities in charge of SL on the design and implementation of national plan and guidelines for EE-SL
- support the creation of a "national digital energy information system on street lighting"
- provide technical inputs to partners" working groups and commissions, especially the national technical commission of EE-SL
