Short description
The Ministry of Petroleum and Energy (OED) has in several connections a need to undertake independent assessments of, and assistance with the work on different petroleum related and associated problems within the ministry's areas of responsibility. OED can require external assistance at such times. We emphasise a breadth in competence, tenderers ought, to a large degree, be able to cover several topic areas within socio-economics, industrial economics, business economics, finance, resource management, insight and understanding in the global and regional energy markets, as well as more policy related problems. Competence within organisation development can also be relevant.
On this basis, OED would like to enter into parallel framework agreements with up to four different tenderers.

Description of the procurement
The Ministry of Petroleum and Energy (OED) has in several connections a need to undertake independent assessments of, and assistance with the work on different petroleum related and associated problems within the ministry's areas of responsibility. OED can require external assistance at such times. We emphasise a breadth in competence, tenderers ought, to a large degree, be able to cover several topic areas within socio-economics, industrial economics, business economics, finance, resource management, insight and understanding in the global and regional energy markets, as well as more policy related problems. Competence within organisation development can also be relevant.
On this basis, OED would like to enter into parallel framework agreements with up to four different tenderers. The framework agreement has a three year duration from signing of the contract, with an option to extend for an additional year. The award of individual contracts within the framework agreement will be made both by a fixed distribution and mini-competitions, in accordance with the terms stated in annex 2 of the framework agreement (SSA-R).
The number of parallel framework agreements will depend on the number of received tenders from qualified tenderers. If there are fewer than four qualified tenderers that submit a tender in the contest, the number of tenderers that are awarded a framework agreement will be reduced.
We encourage the use of sub-suppliers who have necessary additional competence. The estimated cost limit is approx. NOK 1 - NOK 2 million excluding VAT a year, total NOK 10 million excluding VAT over the entire contract period of four years (including the option). This is a non-binding estimate from the contracting authority, and the value of the contract can be higher/lower depending on the need that arises in the contract period. The intention is that the framework agreement will cover OED's need for assistance with the work on different petroleum related problems, but without there being a procurement obligation. The framework agreement is not exclusive.
