Short description
The Dynamic Purchasing System for Small Works is being let by The Red Kite Learning Trust and shall be contract managed by Added Value Portal Limited t/a Pagabo.The DPS for Small Works is open for use by the majority of Public Sector Organisations across the whole of the UK. The Public Sector Organisations that are eligible to use the DPS for Small Works are listed at V1.3 including but not limited to new Academy Schools that have been granted Academy School status throughout the duration of the DPS.
The DPS system shall be hosted by a unique piece of software created by the Local Supply Chain. The software created allows the onboarding of Suppliers and provides electronic access to the Public Sector wishing to further compete their specific works requirements.
The DPS for Small Works shall run for an initial period of 5 years, from 01.04.2018 to 31.03.2023 with an option to extend by an additional 1 year subject to the success of the DPS system.
The first phase stage of and the initial on-boarding of suppliers onto the DPS shall take place between 05.02.2018 to 09.03.2018, all suppliers that meet the selection criteria and are not excluded shall be admitted to the DPS. There shall be no limit to the number of suppliers that can be admitted to the DPS against each trade category and area. New suppliers can apply to join the DPS throughout the duration of the period via the selection questionnaire process.
To be admitted onto the DPS there is a simple online Selection Questionnaire to complete detailing the nature of your organisation, the areas in which you operate and whether you have the necessary levels of governance, capability and capacity to carry out public sector work.

The categories are not limited to the above, the full list of categories are covered by the CPV codes listed at II.1.6) Common procurement vocabulary.
Individual contracts are awarded during the second stage and shall be further competed with all Suppliers awarded per selected region, value and trade by Public Sector Bodies (referred to as Client Organisations).
The DPS includes terms and conditions for subsequent second stage call offs, but places no obligations on the listed users of the DPS to procure any small works through the system. The DPS is therefore not a contract in itself, contracts are only formed when works are called off under the DPS.
For the terms and conditions of the second stage, Client Organisations have the option to use either:-
• The call-off terms and conditions as set out in the DPS;
• Their own terms and conditions;
• The NEC 3 Suite of Contracts;
• The JCT Suite of Contracts;
• Other standard forms of contract used by the Construction Industry;
• One or more of the above where there is an overlap of Goods, Services or Works
