General orientation
Møre og Romsdal County, c/o the Competence and Industry Department, would like to procure a portal for digital energy analysis for mobilisation and advice on energy and climate measures for housing owners in all the municipalities in Møre og Romsdal.
Møre og Romsdal County, c/o the Competence and Industry Department, intends to enter into a contract with Simenergi AS.

Description of the procurement
Legal basis for signing a contract without a prior notice.
Based on a market survey, and recently published voluntary ex-ante transparency notices for other public actors, it is probable that only Simenergi AS can currently deliver a portal for digital energy analysis for mobilisation and advice.
The contracting authority is of the opinion that the above-mentioned justification gives the legal basis to enter into a contract with Simenergi AS via a direct procurement without a prior contest.
The contract will be signed after a voluntary ex-ante transparency notice, cf. the public procurement regulations, section 21-5.
